FY-2021 Executive Budget Act provides for the following payments from the General Fund:
- Retirees Supplemental Annuity Benefits
No person eligible for the Retiree Supplemental Annuity Benefit shall receive said benefit if his regular annual retirement annuity, excluding survivor benefits, and excluding the supplemental benefits authorized hereby is greater than $40,000.
Persons eligible for Retiree Supplemental Annuity Benefits shall receive only an amount of such benefits up to the total aggregate sum of $40,000 in combined retirement annuities and supplemental retirement annuities and not more.
Survivor Supplemental and Disability Supplemental Annuity additions are eligible for supplemental annuity benefits and shall receive only an amount of such benefits up to the total aggregate sum of $40,000 in combined retirement annuities and not more.
- Medicare Premium Reimbursements
Funds have been appropriated from the General Fund to the Government of Guam Retirement Fund to defray the cost of Medicare premiums for government of Guam retirees and their survivors. Retirees must be domiciled in Guam and are not required to participate in the Government of Guam group health insurance program in order to receive the reimbursement.
- Cost of Living Allowance (COLA)
For FY 2021, the I’Maga’lahen Guåhan is authorized to give a “Cost of Living Allowance” (COLA) of $2,000 to each retiree of the government of Guam Retirement Fund who is retired as of September 30, 2020, or his survivor, no later than November 1, 2020. Funding is appropriated from the General Fund.
- COLA Judgment – Case No. SP0206-93
The FY 2009 Executive Budget Act authorized the amount of $92 million in bond proceeds to discharge the obligations of the government incurred pursuant to the judgment and settlement agreement entered into between the Government of Guam and the COLA Class.
As of September 30, 2009, bond proceeds were disbursed to living retirees, survivors and identified beneficiaries. As of 02.19.21, Retirement Fund will continue to make disbursements until all COLA proceeds have been paid.
P.L. 29-111: Relative to Medical Examination Requirements for Government of Guam Disability Retirement
- A disability annuitant is now required to undergo two (2) medical examinations during the first seven (7) years under disability retirement and may require additional medical examination at least once in every five (5) year period thereafter.
- The medical examination shall not be required after the member, under the member’s applicable retirement plan, reaches regular retirement age or where years of service plus actual years on disability equals the amount of years that would qualify the member to retire as a regular retiree, whichever is earlier.
- If any examination indicates that the annuitant is no longer physically or mentally incapacitated for service, or that he is engaged or is able to engage in a gainful occupation, payment of the disability annuity by the Fund shall be discontinued.
